  if the seal felt loose going in that’s usually a worn seal bore in the housing. maybe Loctite 620/640 retaining compound would work and lightly staking the bore so the new seal has some bite....

  Take oil fill cap off and see if there is extra pressure / pulsing when tractor is running. If it is, find the PCV valve and make sure it clear of any ice / debris build up.

  Couple things to start with: 1. Check battery - could be old or have corrosion on a connection 2. Check fuel filter, add some additive.

  Start up black smoke means too much fuel or not enough air. Check the air filter. Maybe get some fuel additive.    Blue smoke means oil is burning. Check oil level, may be overfilled.
