Throttle not functioning properly, forward or reverse

  I have a 3616 HST Cab with a front load snowblower and rear sand/salt spreader. Tractor starts fine, engine rpms or ok, PTO work fine but the forward and reverse foot control is not functioning, Tractor barely moves in either direction if at all? 

   

  Need help.'

  I'd start with inspecting the linkage. This might be helpful. I have seen some issues with the pedal damper (#33)
